License plate lookups are not freely available to just anyone. The only ones with free access to those records are those in law-enforcement and other authorized organizations, entities and individuals. However, many online resources offer some license plate lookup information; for a fee. Apparently, license plate ownership information is not considered "free public information".

License plate number lookups are not freely available to everyone!

License plates are not considered "public information", apparently; since it is virtually impossible to find out who owns a particular license plate number, unless you belong to law enforcement or other authorized institution; or unless you pay.

Some sites offer information, but only if you pay for it.

What are license plate records; what is available; and from where?
License plate and VIN records typically include:
Name, address, registration with expiration date, make/model of vehicle, VIN, title info, and any lien holders listed.

Mostly for law enforcement:
License plate ownership information is not freely available to just anyone; at least not without paying for it. Some sites do apparently offer at least SOME information about license plate numbers; for a fee.

Example of Not "public information"?

It appears that license plate numbers are not considered "public information"; at least not in the same way as some information. Public information is simply information within public records that is supposed to be freely available. And, usually, public information is not charged for; unless you have to pay for it being collected and presented in a report; then you might have to pay some sort of service fee.

Some sites offer search by name, state, county, city/town; but reports still cost money.

What information can be obtained about license plate numbers?
Unless you belong to law-enforcement or similarly authorized organization, you will have to pay for any information relating to license plate numbers. Some sites offer basic information for under $10 (includes name, address, etc.); additional information is extra.

Government sites:
Some State, County and City/Town records are searchable online, while others are not. It appears to be most greatly influenced by the size of the particular town or county. The larger the city, the more information is readily available.
